Public works programme ‘creating jobs’

first_imgBetween April 2010 and March this year the programme created 89 689 jobs across 45 municipalities covering 417 wards throughout the country. Almost 310 000 work opportunities have been created through the government’s expanded public works programme (EPWP) since April, Social Development Minister Bathabile Dlamini said in Cape Town on Tuesday. 31 August 2011 The programme was aimed at helping municipalities to provide waste collection services, specifically where municipalities were unable to provide the service, Dlamini said. The programme was now being rolled out in 30 municipalities in the provinces. It had so far managed to create over 3 000 job opportunities for poor and vulnerable communities. Other initiatives included the waste management programme. In terms of the programme, communities received food vouchers for collecting waste and taking it to collection depots for weighing. The public works department, in partnership with the Independent Development Trust (IDT), was implementing the food for waste programme. The programme aimed to create job opportunities, fight hunger and poverty, promote a clean environment, and promote recycling, waste reduction, and re-use.center_img Phase two refocused resources to ensure expansion of further job opportunities in other programmes, such as community safety, mass participation in sport, Khari Gude mass literacy, school nutrition programmes, and the cemetery management programme. “These measures are indicative of the proactive strategic approach the cluster has taken by investing in labour intensive programmes to boost job creation,” she said. The vouchers were then redeemed for groceries at participating local outlets. Dlamini said the recent Cabinet lekgotla had identified the community works programme as one of the key job creation and service delivery improvement programmes. “To date, more than 308 000 work opportunities have been created since the beginning of the current fiscal year, with most of the work opportunities created in the infrastructure sector,” she said. Briefing the media as chair of the social protection and community development cluster of ministries, she said “impressive progress” was being made in implementing the second phase of the EPWP. Amazing hairpiece for the price it is brilliant i love it. Love pretty shop hair pieces. Love pretty shop hair pieces, they look and feel so real, not shiny like most, would recommend. You do have to wait abit for them to arrive though. Couldn’t be any easier to attach and it looks natural. I wore the hairpiece for my sons wedding the hairdresser took it off the clip and pinned it over a bump then wove my hair through my own and it looked fabulous. I am sure if you have lots of hair you could wear it as a pony tail but mine is too thin to just clip to the back of my head. Bought it for a friend, it was perfect. Love my hair piece, only thing wrong wit it is that it gets a bit frizzy and i can’t brush it. Fab ideal for a night out good quality and fast delivery impressed. It’s good but the density is less than what i expected from the picture. I just received my hair piece today, and i absolutely love it. Destroyed by investigation Guy Ouellette sues Quebec government for 550000

first_imgQUEBEC — A member of the Quebec legislature who says he was “destroyed” after being targeted by Quebec’s anti-corruption police is suing the provincial government for $550,000.Guy Ouellette is demanding $250,000 for harm to his reputation, $200,000 for moral prejudice and $100,000 in monetary losses, according to court documents filed by his lawyer in Quebec Superior Court.Ouellette, who won his suburban Montreal riding for the Liberals in the Oct. 1 election, was later kicked out of caucus for allegedly leaking embarrassing information to a rival political party. The Liberals, who lost the election to Francois Legault’s Coalition Avenir Quebec, said he had lost their trust after Legault confirmed on the campaign trail that Ouellette had been the source of a 2016 leak about a Liberal partisan nomination.Ouellette’s lawsuit concerns another controversial episode he was involved in.In October 2017, Ouellette was arrested by Quebec’s anti-corruption unit, known as UPAC, on suspicion he was responsible for leaking sensitive information about an investigation to the media. The leak revealed UPAC had been investigating the comings and goings of ex-premier Jean Charest and Liberal fundraiser Marc Bibeau up until 2016.Ouellette has denied the claims, and he was never charged. His lawsuit claims the investigation into the UPAC leaks was “seriously faulty and affected by an indisputable carelessness.” The investigation “literally destroyed the plaintiff, his reputation, his political career, the trust of his political party and dealt a blow to his health,” it continues.Ouellette, 66, is a former provincial police officer who first ran for office in 2007.In more than 30 years with the provincial police, he became one of Canada’s leading biker gang investigators and a frequent expert witness at organized crime trials. The Canadian Presslast_img read more

No barrier to probe atrocities against Rohingyas ICC team

first_imgRohingya refugee carries an elderly man at the Palongkhali refugee camp near Cox`s Bazar. Reuters file photoThe Office of the Prosecutor, International Criminal Court (ICC) does not see any barrier in carrying out “preliminary examination” and subsequent investigation into alleged atrocities committed against Rohingyas by the Myanmar military though Myanmar is not a State Party to the Rome Statute, reports UNB.”The ICC process is not about Myanmar, it’s not about Myanmar as a state. It’s about individual’s criminal responsibility,” ICC’s director of Jurisdiction, Complementarity and Cooperation Division Phakiso Mochochoko told reporters at a city hotel on Monday evening. The delegation from the Office of the Prosecutor of the International Criminal Court (ICC) is set to leave Dhaka on Tuesday.Explaining further about individual criminal responsibility, he said it is all about the people who are responsible, who have given instructions, who have commanded and the people who did all other things and facilitated to commit these alleged crimes.Mochochoko said it will not in any way be a hindrance despite the fact that Myanmar is not a State Party and will not cooperate with the Office of the Prosecutor into this.Expecting cooperation from everyone, he said Myanmar’s noncooperation might present a little bit of challenge for them in terms of investigation but there is no barrier to go ahead without cooperation from Myanmar.Mochochoko said this is not the first time they engaged in this kind of process but they had got many other situations where they had been engaged. “Almost all of them have come to fruition – in one way or another.”He said the independent and impartial preliminary examination of the situation in Bangladesh/Myanmar is going on and will follow its course.”A preliminary examination is not an investigation, but an assessment of the Rome Statute criteria to decide whether an investigation into the situation at hand is warranted,” he said. Therefore, during their Bangladesh mission that ended on Monday, he said the delegation did not collect any evidence or perform any other investigative activities as it is the standard practice of the Office.Meanwhile, they had interactions with relevant ministers and meetings with representatives of international organisations, and visited Rohingya camps.Earlier, the ICC wanted to know Bangladesh’s opinion on whether The Hague-based court has the jurisdiction to run a case on atrocities against Rohingyas. The pretrial chamber of the ICC sent a letter to Bangladesh in this regard on 7 May 2018 seeking opinion on three specific matters by June 11, either publicly or confidentially.Bangladesh responded to the request of the International Criminal Court (ICC) on Rohingya issue, as the country is seeking a “sustainable solution” to the crisis.last_img

Bathroom Bill Fight Brewing In Texas

first_img Share Eric Gay/APThe dome of the Texas State Capital.Texas could soon follow in the footsteps of Indiana and North Carolina and pass its own “bathroom bill” in the upcoming legislative session. Lt. Gov. Dan Patrick has made passage of such a bill, which could require transgender Texans to use the restroom which corresponds to the gender on their birth certificate, a priority. The proposal threatens to split the Texas Republican Party, which controls all three branches of government in Austin. Proponents include the lieutenant governor and the Senate he leads, while the Texas House of Representatives is more sympathetic to the state’s business community. The politically powerful chamber of commerce and the Texas Association of Business both strongly oppose any bathroom bill.North Carolina’s bathroom bill nullified legislation passed by the city of Charlotte that expanded protections to LGBT North Carolinians. The state’s bathroom bill also prohibited transgender people from using public restrooms that align with their gender identity. It provoked a widespread backlash from businesses, entertainers, sports organizations and the movie industry. The NBA pulled its All-Star Game out of North Carolina, the NCAA moved March Madness regional games out of the state, and PayPal and Deutsche Bank suspended planned expansions there. Forbes estimated that North Carolina lost more than $600 million in the six months after Gov. Pat McCrory signed the legislation into a law. McCrory was subsequently defeated in his bid for re-election in November by Democrat Roy Cooper, who made the bathroom bill a cornerstone of his campaign.None of these economic and political ramifications have deterred the Texas lieutenant governor. In fact, when the North Carolina legislature failed an attempt to reverse itself and pass legislation that would have nullified its bathroom bill just before Christmas, Patrick sent a note applauding the collapse of the effort.“Legislation to protect women’s privacy and business is essential to assure that sexual predators … will not be able to freely enter women’s restrooms, locker rooms or showers … ” Patrick’s note said. However, many of the Texas GOP’s most lucrative donors have indicated they’re going to the mat to stop bathroom legislation from passing in Texas. The Texas Association of Business held a press conference last month to announce results of a study, commissioned by the TAB and conducted by researchers at St. Edwards University in Austin, which estimated a Lone Star bathroom bill could cost the state upwards of $8 billion in economic impact and 100,000 jobs.“The message from the Texas business community is loud and clear,” Chris Wallace, president of the TAB, said in front of the Texas Capitol. “Protecting Texas from billions of dollars in losses is simple: Don’t pass unnecessary laws that discriminate against Texans and our visitors.”While Texas’s lieutenant governor is hot for a bathroom bill, his counterpart in the Texas House, Speaker Joe Strauss, is not “This isn’t the most urgent concern of mine,” Strauss said.Strauss is expected to be the business community’s political backstop, and he’s got the clout in the House to ensure that any bathroom legislation languishes and dies in committee. Not only would that please many influential donors, it would spare Republican House members from having to make a politically tricky vote. And where is Texas Republican Gov. Greg Abbott on the subject? He’s currently sitting atop the fence. Abbott says a wait-and-see approach is prudent until an actual bill is produced and the details — and political and economic ramifications — can be carefully scrutinized.Copyright 2017 NPR.
